is being said in the united states on this? >> there is no official reaction from the u.s. government. of course, the u.s. was expecting this ted stevens morning. was speaking to an official that said the test could come any time. obviously they have been bracing for it. right now a lot of frantic telephone calls going on. not only within the u.s. government but also in south korea. the new secretary of state, john kerry, spoke to the south korean foreign minister just moments ago about the latest nuclear test and now everybody is trying to get their diplomatic ducks in a row. everybody getting on the same page. there will be a security council meeting tomorrow morning, 11:00 eastern time. to discuss the next response and that is what the question is. what will the traffic there? will the chinese sign on to the tough resolution that the united states is looking for? will they set on to tough sanctions. it is unclear at this point what china will agree to and that is the best the u.s. can hope for in terms of getting anything out of the u.n. security council. then i also un

the u.s. geological survey which reported a seismic disturbance in north korea. the seismic event was centered near the side of pyeoongyangpyoo previous tests. officials have confirmed seismic activity in north korea. south korea says it detected what it called an artificial earthquake north of its border. the tremor, though, was different from what you might consider to be a normal earthquake. no further information at this stage is known. there's no official confirmation coming from anyone, least of all from pyongyang. north korea as we've been telling you, widely expecting to carry out this nuclear test any day now. pyongyang is expecting to stage a high intensity -- we have anna koran standing by in seoul, south korea, we also have alex in tokyo. let's go to anna koran, who is in seoul for us right now. anna, you're on military maneuvers just a few days ago, with the south koreans and u.s. military there. there is a great deal of preparation in south korea for this event. essentially, given what's happened, what can the south koreans do right now? >> as we discussed yesterday,

been awarded for his marksmanship. >> reporter: that's right. the u.s. navy quickly assembling what records it has on this man. and telling us he was a navy reservist. just until a few days ago, he separated from the naval service. we don't know when the last time is he showed up. but he has shooting expertise. let's go through it. according to navy records, he has been awarded the rifle marksman ribbon and the pistol expert medal. these are awarded for achieving a certain level of shooting accuracy at various distances. let's be clear. the plan is not a navy commander, he's not a navy s.e.a.l. he held a number of jobs as a reservist in navy security operations. in fact, he went to iraq, we are told, and had a job providing military security on iraqi oil platforms, to have that job, it is most likely we are told he did receive some advanced weapons training. you will remember back in those days, those oil platforms, a lot of concern about small boat attacks, sniper attacks, that sort of thing. so he clearly has a certain level, a worrisome level of weapons expertise. the police know

reality. economic mobility in the u.s. is low compared to what it was in times past and with current levels in many european countries in canada. you hear all about rags to riches stories, but they are the exceptions. a comprehensive study by the pew economic mobility documents that in the u.s. today few poor people become even upper middle class. now, some of the criticism of president obama's program has come from people who worry about the government's track record in the area of early childhood education. they point to head start, the long-standing program that provides this education to disadvantaged children. the department of health and human services released a study of head start in 2010 which was updated in 2012 that positive effects begin to fade in a few years. this has led many to call the program a failure and urged the government not to throw good money after bad. people are jumping to conclusions about a very complicated subject without understanding the study or social science research. three scholars from the university of chicago and university of californi

expanded basically from the u.s./mexico border just south of san diego, to las vegas. as you mentioned, there's an active man hunt going on in the community of big bear, but there's also investigations going on in other places all over southern california. cnn has obtained exclusively this surveillance video from the alley of a business. an auto parts store in national city, which is just south of san diego. this surveillance video was taken on monday morning, 9:00 in the morning, and it shows christopher dorner and his pickup truck in the alley behind this business, throwing items into a dumpster behind the business. here's what the business's owner had to say about what happened on monday. >> when i came in, opened the shop, and business as usual, one of the employees went to throw the trash. after he came back, he came back with a clip like a magazine full of bullets, a belt, a military belt and a helmet. and he brought it to me and said, i found it in the back of the dumpster. >> reporter: now, what's really chilling about this situation is that that business owner's business is ri

turkey a radical leftist group is claiming responsibility for sending a suicide bomber to the u.s. embassy yesterday. the bomb killed a turkish security guard. alabama's dade county sheriff tells his team has been in constant communication with the man holding a 5-year-old boy hostage in an underground bunker, the man identified as jim dykes allowed police to send down coloring books, crayons and medication to the boy. he killed the bus driver before taking the boy hostage. a murderer is back behind bars after walking out of the jail in chicago. he was on the run for three days before he was captured. he was serving a 60-year murder sentence in an in prison when he was transferred to chicago to face a drug charge. the charge was dropped and he was supposed to return to indiana to serve out the rest of the sentence. but instead, he was let go. a follower of charles manson, may be released from prison. his name is bruce davis, he was sent to prison for his role in the manson family killing. parole was recommended for davis, but now it's up to jerry brown to give final approval. brow

it is so interesting. the u.s. justice department you may remember spent years investigating armstrong for drug distribution, fraud and conspiracy. but then a year ago it closed the case without much of an explanation. it surprised a lot of people at the time. even some of those involved in the investigation because many were convinced that they had the goods on armstrong. many thought armstrong's admission that he doped during his prime years of cycling might lead to new criminal charges. he's denied doping for years, even under oath. we now know that the federal investigation never ended or it's been restarted. the big question tonight is, could lance armstrong actually go to jail? betsy andreu is with us tonight. her husband was a teammate of lance armstrong. they testified in the trial. jeffy tubin also joins me. you heard him say he wants to cooperate with the investigation. they're giving him more time. what do you make of that? >> i think it's a good thing. it's about time that lance came forward. i think he has good people telling him you have to tell the truth. this
